Yes I wish Trump were seizing on the crisis to advance his MAGA agenda, much of which never moved forward. He promised an end to state-based restrictions on health insurance. Never happened, thanks to GOP establishment carrying water for insurance establishment. He promised a major infrastructure program, but let McConnell and Ryan block it. We also need our wall more than ever, but only a handful of miles have been built, thanks again to Mitch and GOP senators doing a passive-aggressive act.

IDK about California but most state governors have pretty extensive emergency powers - whether statutory or perhaps under martial law. I would think that when he issues an order, there is an accompanying proclamation that cites the authority under which the order is issued. But perhaps a legal expert could weigh in.
