I often see “capture/kill” and in the forum, “we should have just grabbed them by now” etc. I believe POTUS and Q do not want to start the process that has unraveled the stability of other countries. Once peaceful transfer of power gives way to a series of coups, the bottom falls out... once a nation has a violent overthrow and executions, the next transition of power is likewise violent, borrowing the rhetoric from the first transition to justify the next.

Sadly, our enemies have already crossed the Rubicon, abandoning any pretense of following the rule of law.
Note, for example, these infamous FBI instant messages:
FBI Employee 3: "As I have initiated the destruction of the republic... Would you be so kind as to have a coffee with me this afternoon?"
FBI Employee 1: "I never really liked the Republic anyway."
No matter how good an example POTUS and Q set for future generations, our enemies will ignore it and do as they like.
I'm not sure how to deal with this problem (legally). But I'm sure POTUS does. I trust the Plan.
