I find it disheartening that Durham’s “investigation” has been changed to a “review”...

Actually, here's what Jim Jordan said, "His [Durham's] investigation is due to be completed sometime this summer."
Jordan used the word "investigation." It was the writer of the article who kept using the word "review," even though the writer admitted further down the page that, "The secretive review turned into a criminal investigation in the fall..."
So why keep calling it a "review," after it's been "turned into" a "criminal investigation?"
