Interesting, in that it would seem to be a small step away from holding companies like Facebook accountable when fraudsters use their platforms to conduct the fraud and some other mechanism such as Paypal for the actual transaction.
There is a little more to it than that as far as Western Union’s culpability:
“Certain owners, operators or employees of Western Union agent locations were complicit in the schemes. Western Union aided and abetted the fraud scheme by failing to suspend or terminate complicit agents and by allowing them to continue to process fraud-induced monetary transactions”
