I hope you are wrong, but fear you are right. Public Health is mostly going to be a state effort, with support from the feds. Of course, just as Bush was blamed for local and state failures with Hurricane Katrina, the left will do their best to blame Trump for local and state failures. But Trump isn't GW Bush, and Pence isn't Michael "Brownie" Brown.
