They only did tests the Federal CDC would pay them to do.

Early on that was correct.
But by March 3 they were free to test as many individuals as they could, and then they found out the labs did not enough equipment/supplies to process very many tests.
(Now this is a guess but..) I think that they were scared to blow the whistle on whoever failed to supply them because they didn’t want to alienate the supplier. I guess we will find out whether CDC was supposed to supply them or whether they were supposed to purchase the supplies themselves.
We are still piecing the puzzle together, and those who know aren’t talking, and those who are talking don’t know... ;-)
