Germany has long had a strange affinity for letting science and academia (and the intelligentsia in general) come up with extraordinarily damaging theories, and then acting on them by disseminating them into the population and/or studying them clinically.
From the revolutions of 1848, through Marx, the Frankfort School, the Third Reich, etc, Germany has been in the forefront of some really brutal and sadistic stuff with the mantle of scientific or philosophical inquiry placed discreetly over the victims.
