I suspect that the president did the extension to April 30th to be cautious, and to show that he DOES listen to his scientists. It shows he is first and foremost compassionate and wants people safe. At the same time, I think he is planning on the hydroxychloroquine being a game changer, along with the very speedy tests.
The president will then be able to surprise and encourage the country with good news, and that is slowly opening up the country a bit ahead of schedule.....but not under budget, as is his normal way lol.
