The house heard the testimony. So that witness was probably called to create a record that will then be twisted to blame the President. Noone will mention that Obama was president when the requests were turned down. And, in fairness, Obama probably never heard about the requests — grant funding rarely goes through the oval office.
So if anyone is to blame, it is the Obama era deep state of administrators who turned down the grant requests.
Trump was not sworn in until January 2017.
