In theory, yes. Gabbard has qualified for the next debate. And she is still in the running. But the DNC recently announced that they are going to increase the qualifying requirements for that debate.
The DNC does not want a moderate like Gabbard on that stage. So I’ll bet you a dollar that she will be shut out.
Gabbard is a bomb thrower. The DNC doesn’t want her on the debate stage because they can’t control what she will say.
