I saw a program a few hours ago about a Philadelphia murderer and rapist. The public did not know there was a serial rapist because the PD did not report them so their statistics would look better.

Hey, it’s Philadelphia, so corruption is a dog bites man story which should not get any attention.
Now, a public official in Philly who actually cleaned up corruption and ran an honest office—THAT would be a man bites dog story that would raise eyebrows.
