That’s not just careless firearms handling. That is so far out of the main stream of anyone remotely involved in police work, or security for a politician that it moves over into the criminal zone.

Using the rifle scope to check something out? That is what binoculars are for. I always take binoculars with me when hunting because it is too tempting to use the rifle scope to check out an intruder.

You need MUCH better image resolution to make that case. First, you posted a 254x300 pixel JPEG image. You can’t really tell what he has in his hand. The first rule of image analysis is NEVER use JPEG because they use a lossy compression. One would need a telephoto lens where the people on the roof are well resolved from the “weapon”. Look at any text on digital image analysis. Kenneth Castleman’s Digital Image Analysis is a good place to start (my edition is 1996 but the basics haven’t changed that much...). If you want to play with the image yourself, try the Fiji/ImageJ Open Source software.
