It may be that Joe is better in private and one-to-one or small groups. It seems that the powers-that-be have decided Joe's the guy and have promised Amy and Mayor Pete positions in the administration as a quid quo pro for their support.

I think the Dem powers-that-be are so desperate they are deluding themselves about Joe. His age and forgetfulness at the podium are going to knock him out of the running eventually.

That's what Lizzie-the-Liar is counting on. She and Bernie will be the last two standing and she knows Bernie will never get the nod.
