Yes it is, BUT the dealers were selling places on the delivery list for $1000 to be put toward the price of the car when it actually became available. As near as I can tell all of the 2020 allocations have been sold, and I have no idea how much over list the dealers are gouging. kerbeck.com is selling places on their 2021 corvette allocation. The actual corvettes for consumers started rolling off the production line on Feb 3. So it's probably too late to get a 2020, but you can sign up for a 2021 which will have about a 3-4% price increase from GM over the 2020.
As near as I can tell from what I read, the car is tuned to have a blistering 0-60 of 2.7 sec, but that's its main trick at the moment and a lot of chassis tinkering will still be needed to get it to the all around level of performance of the 2019s
