I'm around there too. I don't think many have really been watching what other countries are doing to slow it's spread. That includes, as you said, quarantines on a massive scale.

Most Americans will be astounded how much power a county health officer has.

Once activated by a declaration from elected officials, they become a dictator. And their enforcement is the county sheriff and all local officers.

The constitution goes into temporary suspension and due process...not even habeus corpus applies.

And as you said, a lot of folks will be surprised.
