indeed they aren’t, and beyond that governments want to continue existing. in a bad scenario governments fall with this and some probably will. in nightmare, all western governments become emergency powers entities for a long long time.
also, plague reaction is gone from our culture. next time a whiff of something pops up in asia, you might see a very different popular reaction forcing government to restrict entry into the country. once everyone has buried at least one loved one from this, it changes for generations.
