There is no appeal to the courts until after-the-fact.

The TB quarantines in the 30s thru 50s were not that long ago.
There were camps and hospitals.
No one worried about there rights to infect others because they don't care.
My aunt was a kid in the TB hospital .
People were brighter and less selfish back then.
