Not for this occasion, but many people are on well water or pumped water. If the power goes out, you would run out of potable water. Or if the water gets infected. (You are better off with bleach...but whatever.)
So, yeah...they are getting water.
Speaking of bleach, that was the only item I noticed a shortage of on the shelves (at my local grocery store). Only a couple of bottles were left, of which I took one.
