We don’t need more unsubstantiated conspiracy theories, if that is what you’re presenting.
We are weeks behind China. We imposed restrictions early (”Yay! Trump saved us! Again!”) and had some measure of containment. These new community transmissions are due to people that snuck around the restrictions or came across the southern border (or northern for that matter) (”Trump wanted that southern border secure by the Dems obstructed his efforts.”) In addition, the original testing was delayed and we are just starting the large scale testing. And at this early juncture many of the cases that have been presenting as pneumonia but are flu-negative could be CV but are just noise at this point. So we’ll see what expanded testing gives us for data.

The question is—could the test kits (that actually work with this specific virus) have gotten out earlier.
I consider that an open question—but a valid question to ask.
(Were the South Koreans and the Italians actually ahead of us in testing technology? Don’t know the answer—would like to know it.)
But, imho, at this point the states will be managing the process to show what they are comfortable showing, ready to handle, etc. It is a fine line to get folks preparing without causing panic—no guarantees you will get it right.
If you know that at some near future point the hospitals will be overwhelmed, how do you manage that without leaks and causing panic? I think .gov is more comfortable in being late than being early for that reason.
Is this the same high school with the teen case this week or a different one?

Boy, I’m glad I live in Washington state where they are on top of things. At the press conference yesterday I was in awe. Thy are setting up an emergency command post! They will be doing daily cleaning of the metro buses!! And - they are setting up training seminars at the various homeless encampments!!!
I see over at BNO that Ecuador joined the club with 5 cases. So much for the heat/humidity theory.
I don’t think it is that simple.
Remember—if you test and the test comes out positive, then you have to _do_ something about it. If a bunch of tests come out positive and you release the news, the public panics....

Two Bay Area Health Care Workers Presumptive Positive for Coronavirus
Two Bay Area health care workers have been determined “presumptive positive” for coronavirus - one of the workers is from Alameda County and the other one from Solano County.
Both cases are NorthBay VacaValley Hospital health care workers and are currently in isolation at home. According to officials, both health care workers had exposure to the community-acquired case hospitalized at UC Davis Medical Center.
