well, yes, there are those. But anyone who’s traveled thru the designated hot zones has either a mandatory (noncitizens) or voluntary (US citizens) quarantine. So, symptomatic or no, they’ve got 14 days time out.
The problem I see coming down the pike is the same worry we had with Chinese nationals fleeing China. 53 and counting countries now with outbreaks and you know the USA is going to be #1 on the safest country to get to, list. We’re going to have a lot of people seeking refuge here and that mandatory quarantine for non-citizens will be a tough one.
The US will be on the flight ban for other countries within 2 weeks.
Wait for it.
Nobody will be taking flights out of the US.

If they can get out of China and caught at the airport, that’s 14 days of free room and board and better care if they brought it in. Same as the Ebola dude except he left Africa too late.
