According to the news, a contractor was working with the city of Houston doing some exploratory work around there, moving some soil, etc. when the pipe burst.

Remember that Houston is a Sanctuary City run by a mayor and city council that is a pathetic mob of morons. Safe bet that the water main was breached by a Dreamer.
