How is illegal border crossing only a “civil” crime? That makes it sound like all the US Government can do is try to get a financial settlement from them, and nothing more.

This can’t be.

He specifies LIVING here is not a crime. He is careful not to say enterring the US illegally is not a crime. He claims that most illegals are here because they overstayed their VISAS! I’m not kidding; he really wrote that! So by dismissing entry, he then focuses on mere “violation” so illegals won’t worry about going to jail or being considered a criminal. Or maybe that part was for CA residents to stop calling them criminals for enterring the US by criminal means.
