There must be standards of some sort at a solemn place such as a cemetery. Thats because the place belongs to many families, not just one.
Its a very close call, as I see it. But if I were in charge of that cemetery, I would order that offensive picture to be covered up. I would not remove the marker.

Agreed. While standing in front of Ted Kennedy's grave at Arlington I resisted the urge to pop the fly and take a whizz on it out of respect for the solemnity of my surroundings.
