We might want to put the military in charge of this entirely so that the next time something like this can happen the persons responsible can be prosecuted under the UCMJ.

The Public Health Service Commissioned Corps (PHSCC) is the federal uniformed service of the USPHS, and is one of the eight uniformed services of the United States.

They need to start running the USPHS which includes the CDC, as a functioning uniformed service under the Surgeon General (which it actually is).

Good point. I still like the idea though of punishing those who made this decision. Maybe a transfer to Zambia or something.
