There are large areas of federal land in California. The President could direct that in areas near rivers prone to flooding, that giant aquifer caverns be built, so that in times of flood, water could be diverted there for later use during droughts.

Basically underground water dams, with the flood water entering at a higher place, and leaving from a lower one. Once the output is opened, the silty water on the bottom would be first to go.

It could either reenter the riverbed, or be gravity piped elsewhere.

The water for the central valley was reduced in order to drive out the farmers to reduce the price of the land so insiders could buy up the property and make billions as the train to no where was built thru the land.
