23 has something to do with Skull and Bones, if I am recalling correctly.

322 is the number for Skull and Bones. 23 was highlighted in May of 2018, when Q's plaintext tripcode was revealed. In plaintext it was something like "Now comes the PAIN __23".

This occurred 23 days before the first summit in Singapore with Kim Jung Un, so the speculation then was something would happen at that time. But nothing did happen; still it is therefore associated with Pain.
