i’m sort of guessing that the 3 hours didn’t include enough time to tell if:
A. the vaccine works and/or how well it works
B. whether it kills of maims people taking it

It is already past animal trials and on to human trials, that is VERY fast, with fatal diagnosis, human trials would most likely be voluntary, and accelerated. The very rich will get the first shots, I bet.
Regardless, this should cut thru red tape and have every company that can manufacture the anti-virus working OT to make it happen. With the right person as President at the right time, I think Trump could make it happen.

C. how to actually make it. It’s a theoretical model of what the vaccine would be.
Obviously the safest way is to get blood serum from those who have built up anti-bodies from the virus to further define the genome that can counteract the virus. Sans that, speed necessitates chance as waiting is sure death. Even if it prolongs life, for many, its a fighting chance, and worth taking if the alternative is death. JMO.

Realize, they developed a vaccine for SARS (the first cousin of this coronavirus). Those that were vaccinated nearly died when they were exposed to SARS.
