There was a scuffle last year when Canada detained and handed over to the US a Huawae (spelling) executive who happened to be the relative of a Chinese elite. The US wouldn’t release her and China was retaliating against Canada for their part in arresting her.

These are skirmishes in an ongoing economic war. This takes the place of gun shots. Indicting those hackers becomes a tarriffs/trade salvo wherein the US extracts something of value from China. We have to fight their efforts to bleed our economy dry and prosper off our work. Indictments are a piece of the chessboard.
