It’s impossible to safely supply a cruise ship containing 3,000 passengers
Cargo transfers ship to ship have been going on since forever. 3,000 people and more are on various navy ships - there is no problem resupplying them. Just have a US navy supply ship pull up along side and throw lines to begin the transfer of supplies.
