Double negative... starting at the beginning with “No Person”. iow gotta have been inhabitant of the state. That’s what it seems to mean to me.

what does this mean?

"No person shall …" It means US Senators have to live in the state for which they are chosen/elected, and US Representatives have to live in the district for which they are elected.

Lots of fraud on this. Maxine doesn't live in her district. Lots of carpet-bagging too, meaning they move to get elected in other states or districts -- i.e. Romney.
