I suspect that marijuana is frequently located with other, and much-stronger dope. (Justin Bieber is one example—Downey the other).
The stigma associated with the “easiest dope” should be attached to ALL dope.
When multiple substances are illegal (or legal but onerously taxed), it's no surprise to find criminals selling more than one of them.
