All the students have to do is claim that they don’t have a cell phone and that if the University wants to track them then they can buy them a cell phone.
When I was a student at university i was start enough to never register my car with the university so that when I graduated the school couldn’t hold my diploma to demand payment of their bogus parking tickets issued to me by the campus police.
That is smart !!!

I strategically placed my parking pass in an area that was naturally snow covered most of the winter. Most of the time I parked in the staff parking lot. Never got a ticket.
