It was IFR when I was at WHP at 10 this morning, I could see the pass in question from my hangar, Fog and Low Overcast all around the mountains surrounding the north,west and south valley.
What is the most probable given the heavy low fog?

Hear something weird on the radio, copter was circleing, then was following the freeways, then began a rapid and steep ascent, before falling out of the sky
