Non-story, as there aren't many instrument qualified cops flying helicopters, as cop work needs VFR. No clue whether Kobe's pilot of his aircraft had his rating, but with his dough, why wouldn't he? Fog is the easiest of weather complications, obscuration due to fog, clear on top. In LA basin around 1200' MSL on a normal day, fly though it on IFR or SVFR clearance, it is a can of corn. Pilot f'ed up apparently.
