I agree with your concept. But functionally, if it can be frauded, it will be frauded. If there’s money involved for someone to gain, it will be taken over by criminals.
This is why the “popular vote” is meaningless. It serves no purpose but to allow a fraud machine that can be kept to only those places known to be safe from prosecution if discovered and still affect and infect the nation as a whole.
