No he can't. Not unless the governor and legislature ask him to.
He can declare the Virginia legislature and governor as committing insurrection against the constitution and basically create a military district out of the state and have those who are trying to take away our rights arrested.

If the State government acts to take away our US constitutional rights so that we are deprived of those rights, the state government are acting extra- constitutionally against us and can be acted against. The tenth Amendment can’t be used to negate other amendments no matter what sorts of endangling laws are written in an attempt to negate our first or second amendments. That’s why Heller came to be. The DC government had so constructed it’s gun laws that they in fact negated the second amendment and the SC said DC couldn’t do that.
Virginia can modify a few things but ultimately if they create a system that ultimately just won’t allow folks to bear arms, it will be struck down just like what happened in DC with Heller. If they do it in a way that immediately imperils the freedom of many thousands, the President could act lest the people rebel and war break out.
I think this is what Trump is reacting to. There are 100 pro gun sanctuaries in Virginia now, and the patriots mean to fight. Trump believes this!
