He is an idiot and very out of touch with technology but he is referring to bond coupons. I don’t believe these have been issues in close to 20 years but old bearer bonds had actual paper coupons attached that were redeemable at a specific date (interest payments). You could take them to the bank and there was a process to deposit them.

When is the last time anybody ever “clipped a coupon,” and when did they ever do it “on the street”? The guy is both elderly and nuts.
And it’s not just the years. Some people can go on until their 90s and still be fine, and others begin to lose it in their 60s. He’s mentally elderly, even older than his years. Not quite senile but certainly pretty close. And he never had much except greed and ambition to begin with.
