That's not the correct part. The actual part taken as evidence is pictured in the OP link. It looks MUCH more like a pistol at first glance the the pic you posted.

Likely.
Starting salary for a LEO should be $250k with a federal restriction on the number of LEOs per region. These LEOs are given the latitude to apply the law as necessary. Should they kill unjustly, they suffer capital punishment — comes with the job.
Unfortunately, most prefer the comfortable gray area where too many get lost in the margins. Cowards in my opinion.

It looks MUCH more like a pistol at first glance the the pic you posted. There is a lot of variability in quill stems. I was just trying to identify the part. They could both look like pistols from a distance, particularly if they were being held. The handlebar clamp in the photo I posted is complete, unlike the clamp in the police photo.

And so what if he had a gun. Is that a reason to take a life so freely?
It's that heroic philosophy of "Everyone goes home safe" attitude that is so prevalent in law enforcement circles these days. This of course, does not go for all law enforcement, but there are far too many who have become so risk averse, that they'd rather shoot, than take a chance. Even if he had a gun, how much of a threat was he to officers whom had taken positions of concealed cover? The more I think about it, the more it becomes apparent that so many aspects of modern society have morphed so much, that they present a clear and present danger to the citizenry.

Yes, the image of the quill (vs. threadless) stem that KTLA shows is missing the bolt and pinch wedge-shaped nut and the plate (or whatever its called) that goes over handle bar.
Looks "vintage" kinda like this:
