Just to save anybody else the trouble - I looked up potential instances of 409k in the US Code (in response to Trump tweet). I could only find two 409k sections:

Title 47-TELECOMMUNICATIONS - §409. Hearings - (k) Deposition fees

Title 42-THE PUBLIC HEALTH AND WELFARE - §409. “Wages” defined - (k) “National average wage index” and “deferred compensation amount” defined

Doesn’t look relevant to anything

I timed the delayed sound of the explosion. I get about 10.8 seconds. So the camera was about 1.5 miles away and the person knew exactly where to point it. No other possible subject in the frame.

Your question is fine, but it was 4 hours after. I don’t know if any other flights took off that night. Did see something about Quantas and a few other airplanes were already avoiding the airspace entirely prior to the hit. (Duhhh)
