She's saying that being attracted to children is not a crime, but acting on that attraction is a criminal act.

Its a meaningless distinction in terms of public policy. Obviously, the state can’t know (nor does the law punish) mere thoughts. She talks about the need for treatment, but who goes for treatment, and how does the state ostensibly offer treatment, for thoughts that have never been acted on?

I agree with what you’ve written, however the state does punish thoughts. Hate crimes are an example.
