I have not read the law, but I like the idea of controlling my data.

does this apply to residents or also companies located in CA?

because google I am sure has a location in CA

Because of ca law, similar to the EU law concerning data privacy, they have to adapt. So rather than create a whole special browser just for Ca they are going to save some trouble and just build it as universal across the board for everyone.
