Fantastic. An example of how the wheels turn too slowly, but they can turn eventually.
This year, 2020, is the year most states are requiring Enhanced Driver's Licenses for interstate flight. That means if I get on a plane in Chicago and fly to California, I need an Enhance DL. It's almost like a national ID database.
My point? In order to obtain an Enhanced, you have to show your birth certificate, current address and, if you've had any name changes, proof of those. So, if you changed your name when you married, you will need your marriage certificate. If you took your maiden name back after a divorce, you will need the divorce decree AND the name change allowance signed by the judge when you requested the change.
I wrote about 20 of these "brochures"for 20 states, and I'm pretty sure I've forgotten a few pieces of paper. However...
If I want a DL this year, I will have to have birth certificate, baptism certificate (explains differences in spelling of my name), marriage certificate, current legit proof of address...but if I had sneaked in over the border, I just need whatever piece of paper Jose sold me two blocks from the border. And then, I, the immigrant, am able to suck off the teat of society and do whatever nefarious deed I wish. What is wrong with this picture?
