2) how did the DOP not see the boy as a problem in the making?

Apparently, probation officers are not subject to any weight standards.
Basically a death sentence for this guy, as he’s going to get a whole lot more carbs in jail (they have to follow what was the food pyramid) - hard to see how his heart survives it.
