I think she has the onset of dementia. My dear departed Mother sounded like that about a year before she died. She would forget what she was talking about, couldn’t find the words she wanted, and many times made no sense whatsoever. It’s shocking but not surprising that they let her continue to be the “leader,” even though her mind is going. The problem is that her mind will not improve and she will eventually lead them down paths which go over the cliff. I think some are already figuring it out!
I think you are correct saying Nancy has the beginnings of a form of dementia. She is being propped up by those around her and brought out for times when the power of her political position is needed by the deep state. As soon as the impeachment process has run it’s course from the House, and that will be very soon, we will see much less of her and certainly she will be only let read prepared statements.
