Nothing in the Constitution speaks of the House transmitting the article of impeachment to the Senate. Just tell the House to screw off and start the Impeachment Trial when you want.
We would have heard Pelosi had assigned the managers for delivery first.....she hasn’t... so this isn;t about that they have them.
