If they haven't sent it to the Senate, I don't see why the house can't vote to unimpeach. There's nothing that says they can't. They could vote to declare the prior impeachment null and void.
Why not? There are no more rules. The Dems have shown that whoever is in charge can make up their own rules. This is not addressed in the Constitution, so I say yes!
