Disagree. I served in a GS-14 position which is fairly high up, coming in from the outside.
In my interviews, I happily answered I had been arrested but never convicted. I was told arrests without conviction are of no consequence unless I would try to HIDE it.
I was told my demonstrated ability to be truthful was of much higher value.
You must always be truthful to your team. You may be empowered to deceive your enemies. Just make sure your enemies are God’s enemies.
Arrest without conviction is equivalent to a false accusation. We are innocent until proven guilty.
