Speech or Debate Clause
...for any Speech or Debate in either House, [Senators and Representatives] shall not be questioned in any other Place.
I believe he can be arrested for his actions derived from any speech covered under the Speech or Debate Clause or any action regardless of speech.
Privilege From Arrest clause is not absolute.
"The Senators and Representatives...shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same"
To get from speech to action because of the speech will be a booger...IMO the WB would be the weakest link...
