A Houston Chronicle story says the per got away from Sullivan and her fellow officers, plural. How many officers were there? How did the per managed to wrestle away from them, get into a vehicle, and murder Sullivan by running her over? Are Houston officers so terrified of civil suits and/or criminal prosecution that they are treating violent perps with kid gloves?

Yes. Blue Alerts do go to cell phones whenever leads track suspect to a geographic area. The purpose is to add eyes to the search of course.
