House Res 660 created Rules of the House to impeach the President. The rules utilized by both Representative Adam SCIF (Inquistor General for the Stupidity Committee), and Representative Rattler Nadler (Lord Master of the Injustice Committee) were based on tenets of the historic and traditional kangaroo-court "Calvinball Rules".
Calvinball has no rules; the majority party make up their own rules as they go along, making it so that no Calvinball hearing is like another. Rules cannot be used twice (except for the rule that rules cannot be used twice), and any rulings made in one hearing may not be made again in any future hearings.
